ALL Neighbors, Community & Business Members, and Interested Stakeholders are invited to attend a Development Activities Meeting (DAM) hosted by Allegheny City Central Association. This is a valuable opportunity for you to learn about proposed changes and new developments in Allegheny City Central.

As a Recognized Community Organization (RCO) with the City of Pittsburgh’s Department of City Planning, Allegheny City Central Association (ACCA) will keep residents, property owners, business owners, and stakeholders informed about development proposals that may impact our neighborhood.

What is a Registered Community Organization?

Created in 2019, the City of Pittsburgh’s Registered Community Organization Program was established to:

  • Foster informed and inclusive participation from as many neighborhood stakeholders as possible in development processes planned for their neighborhood.
  • Enhance cooperation and the flow of information between community organizations, stakeholders, City departments, and various development agencies.
  • Empower community organizations to engage in civic affairs, improving neighborhood livability and character.

Community organizations that are recognized by the City of Pittsburgh as a Registered Community  Organizations (RCO) have proven that they are a transparent and inclusive organization that has a communication strategy and clear methods of reporting.

Allegheny City Central Association became a Recognized Community Organization (RCO) on April 29, 2025. ACCA’s goal in obtaining RCO status was to:

  • Play a key role in the local development process by hosting Development Activities Meetings that invite input from residents and stakeholders.
  • Ensure that the flow of information between our neighbors, potential developers, community organizations, and other stakeholders, will be timely and transparent.
  • Support developments that benefit our neighborhood and reflect the needs of our residents.

What is a Development Activities Meeting?

A Development Activities Meeting (DAM) is a community meeting organized as part of the city’s development review process. It’s a required step for certain projects under the City of Pittsburgh’s Department of City Planning and its Registered Community Organization (RCO) program.

A Development Activities Meeting gives residents and stakeholders a chance to learn about and provide feedback on development proposals before they go through the city approval processes. It is intended to promote transparency and community input.

Community feedback from DAMs is summarized in a report and submitted to the City of Pittsburgh. It’s not a vote, but it becomes part of the public record and can influence the review process.

PLEASE NOTE: Individual community members and/or organizations are entitled to testify and/or to send letters to the Boards and Commissions regardless of RCO status.

A Development Activities Meeting is held for projects that require a Public Hearing before the following committees:

  • Public Art & Civic Design Commission
  • Historic Review Commission
  • Planning Commission
  • Zoning Board of Adjustment

AND meet one of the following project thresholds:

  • 2,400 square feet of new or expanded structure
  • 4 or more new residential units
  • New or enlarged parking area with 10 or more stalls
  • Use Variances before the Zoning Board of Adjustment (ZBA)
  • Zoning Map Amendments
  • Project Development Plans (PDP)
  • Preliminary Land Development Plans (PLDP)
  • Final Land Development Plans (FLDP)
  • Master Development Plans (MDP)
  • Institutional Master Plans (IMP)
  • An application to Historic Review Commission (HRC)
  • An application to Public Art & Civic Design Commission (PACD)
